JOB SUMMARY: As the Senior Principal Leader of Fleet, Safety & Compliance, you will oversee all aspects of transportation team management for a company with a high utilization of 1099 independent contractors, including owner-operators, and associates of box trucks, transit trucks, straight trucks, and larger vehicles. You will lead the development and implementation of Corporate Fleet Safety & Compliance programs within the Safety, Quality, and Compliance ("SQC") function. This individual will work in tandem with Corporate Finance, Legal, and insurance of risk management policies and protection. Your leadership will enhance standards, processes, training, and data systems to support independent contractors, ensuring a strong safety culture and compliance with federal, state, and local regulations. This is a new role based on corporate strategic priorities that will aid in the successful execution of key growth initiatives.
SUPERVISORY RESPONSIBILITIES:
- Will manage and build a team supporting all of Capstone Last Mile Transportation – Driver Compliance – Driver Training – Driver Safety – and adherence to all DOT Regulations and Document retention.
ESSENTIAL FUNCTIONS:
Responsibilities:
To be successful in this role, you will lead a team of Transportation, Safety and Compliance experts in developing, implementing, and governing corporate Transportation, Safety & Compliance programs tailored to an independent contractor fleet. Key responsibilities include:
- Ensure compliance with state and federal transportation and workplace safety regulations, including DOT, FMCSA, and OSHA standards, while staying informed about industry updates.
- Develop and enforce policies and procedures specific to independent contractors (1099s), owner-operators, and employee drivers.
- Oversee the qualification and compliance process for independent contractors, and owner-operators including onboarding, background checks, and continuous monitoring.
- Ensure driver qualification files are accurate and up to date, with strict adherence to DOT regulations.
- Review hours-of-service (HOS) compliance and electronic logging device (ELD) accuracy.
- Manage DOT drug and alcohol testing programs, ensuring regulatory adherence for independent contractors.
- Collaborate with transportation teams and independent contractors to ensure compliance with vehicle preventive maintenance requirements.
- Maintain and update the driver handbook and fleet safety policies tailored to a 1099 workforce.
- Develop and conduct specialized safety training programs for owner-operators and fleet managers on Transportation Safety Management Systems.
- Oversee and implement a crash management process, including incident reporting, investigation, documentation, and resolution.
- Monitor and analyze accident data trends, ensuring appropriate accountability measures and safety enhancements.
- Generate comprehensive monthly safety performance reports and scorecards specific to independent contractor operations.
- Mentor fleet managers and owner-operators on best practices in safety, compliance, and operational excellence.
- Conduct DOT compliance training courses for contracted drivers and fleet managers.
- Ensure vehicle inspections and in-service safety training are completed for all independent contractors.
- Implement and communicate accident management protocols, providing clear guidance to 1099 drivers.
- Perform accident investigation training for all levels of the organization.
- Conduct audits and inspections of independent contractor operations to monitor regulatory compliance.
- Audit maintenance vendors to ensure FMCSA compliance.
- Monitor CSA Basic Scores, addressing trends and driving performance improvements.
- Oversee and monitor roadside inspections, ensuring proper documentation and coaching for compliance.
- Provide expertise in Fleet Safety & Compliance assessments, capital projects, and risk mitigation strategies.
- Work cross-functionally (e.g., Operations, HR, Legal, IT) to ensure policies effectively drive compliance while respecting independent contractor agreements.
- Engage with contracted drivers, collecting and evaluating safety concerns while fostering a culture of safety and accountability.
- Uphold company mission, values, and standards of ethics and integrity.
- Implement Fleet Safety & Compliance strategy as set forth by company leadership.
